2025 marks 10 years of CivicPRIDE. 10 years of visibility, connection, learning, and progress. 10 years since a few dedicated LGBTQ+ local government professionals dared to envision something greater than themselves, filling a void in our profession with a safe space for all, regardless of sexuality or gender identity. We now must nurture that 10-year-old spark, ensuring that it evolves into something enduring and impactful. This intention requires careful planning, resource allocation, and a willingness to adapt to changing circumstances. To that end, the CivicPRIDE Board spent much of the second half of 2024 strengthening our foundation for lasting contributions to the local government management profession through LGBTQ+ leadership. Our most significant enhancement has been a major update to our organization's bylaws, setting the stage for greater opportunities for more professionals to help shape the future.
Bylaws Amendments
Highlights:
Refined our definition and expectations of membership
Increased the number of Board of Directors seats to 15
Officer roles simplified to President, President-Elect, and Treasurer. All other seats are at-large board members.
Board term length set to two years and no more than three consecutive terms for any individual.
Elections will take place annually during Q4. During odd-numbered years, members will have the opportunity to vote for President-elect, Treasurer, and six at-large directors. During even-numbered years, members will vote for President-elect, and six at-large directors

2025 Leadership and Elections
We are kicking of 2025 with the existing board members while planning for our expansion and first election open to all members. Our current roster includes:
President: Pam Davis, Assistant City Manager, Boulder, Colorado
President-Elect: Taylor Reimann, Senior Program Manager, Boulder, Colorado
Treasurer: Logan Masenthin, Senior Budget Analyst, Denver, Colorado
At-Large Board Members: Nate Bassett, Principal Budget & Management Analyst, Oakland, California; Erris Dunston, Assistant County Manager, Guilford County, North Carolina; Sara Hancock, Finance Director, Erie, Colorado; Justyn Miller, Assistant Village Administrator, Berkeley, Illinois; and Tony Winney, Assistant City Manager, Coronado, California.
In 2025 we have the opportunity to welcome at least seven new board members to serve the organization, expand our capacity, and diversify our governing body. Our focus for 2025 will be member engagement and programming. To that end, if you have any thoughts about how CivicPRIDE can serve you better, please don't hesitate to be in touch!
Pam Davis is currently Assistant City Manager for the City of Boulder, Colorado. Prior to Boulder, she has served five other cities: Avondale, Sierra Vista, and Goodyear, Arizona, and Fort Collins and Estes Park, Colorado. She is also currently the Mountain Plains Regional Vice President for the International City/County Management Association executive board and President of CivicPRIDE, a professional association dedicated to advancing LGBTQIA+ leadership in local government. Leading CivicPRIDE is her effort to be the person she needed when she was younger.
Pam holds a Bachelor of Arts in Government from Smith College and a Master of Public Administration with a concentration in Urban Management from Arizona State University, where was honored to be a Marvin Andrews Fellow. She lives with her wife, son, and two good dogs in Longmont, Colorado.
