Challenging Administrative Barriers to Housing Equity

As local government professionals, we know that policy is only as effective as its implementation. Today, I submitted a formal public comment to the U.S. Department of Housing and Urban Development (HUD) opposing proposed rollbacks to the Equal Access Rule (Docket: HUD-2026-0529).


These changes would redefine "sex" in ways that create digital gatekeeping, placing undue administrative burdens on transgender and nonbinary residents. Applying the lens of administrative chrononormativity, I argue that these rigid documentation requirements function as systemic penalties for our most vulnerable neighbors.


Key Impacts for Local Leaders:

  • Elder Safety: 38% of LGBTQIA+ elders already fear service discrimination.

  • Economic Survival: 1 in 5 gender-expansive residents survives on less than $20,000/year; these programs are literal lifelines.

  • Institutional Integrity: We must ensure our administrative processes reflect our values of social justice and equity.

Re-introducing Myself & Looking to Connect

It has been almost a year since I joined this group! Like many of us, I’ve found that life—and graduate school—moves fast. Between my DPA studies at the University of La Verne and serving as president of the Graduate and Adult Student Government, I haven't had the chance to connect with as many of you as I originally hoped.
